List of the some initiative taken by Government of Gujarat after 2001.

Gujarat as on 2009 after 2001 - you will not read/hear it in national media
Before I start you must keep in mind that
• We should appreciate 80-90 % work against 20-30%, if we find mistakes in that it is also not 100% or it is on not 80-90 it is 79-89%, then problem lies in ourselves.
• When we are clear in what to do (targets/dream/scheme), how to do (policies/collective efforts) and when to do(practical timeline), we will surely achieve target. Common principle for efficient government is to make everything straight, simple & accessible by all.
• Whenever work done by heart means you like your work, you feel proud in doing so (national/society interest work) than there will be a no stress, no complains, no age problems occurs.
You all thought why I am giving lecture, but it is related to our post. Just read on and you will connect all the dots by yourself.
Industrialization :
Earlier: Infrastructure without proper facilities (i.e roads), no long term policy, common policy for agriculture, industry, small scale industries, no interlinking of various businesses.
Now: Proper road connectivity, street lights water facility available in almost all GIDCs, separate policy for dairy industry, agriculture, small scale industries and that also changes every 5-6 year to improve further (keeping long term targets and make practical solution of small problem faced by end user/industrialist). Make everything straight and simple & accessible by all.
Agriculture:
Earlier: excessive use of water and urea, ground water level decreasing, no planning for new initiative/canal projects/dams etc. No government help to end farmers, one krishi university for whole state.
Now: Educated farmers to use drip irrigation and organic farming, not only tried but actually water levels are increasing in most of the region, new initiative like open canal (sujlam suflam), small checkdams, renovate all the existing market yards and connected it with main centers. Make four universities to reach out more and more region/farmers.
Security:
Earlier: As you read in earlier post
Now: No more gangs, Mafias active in all over Gujarat. Police become more efficient. Lease crime rate in all over India. Reforms in Home department. Police station are now connected through internet network, common database available in most of the police station – special software is developed by TCS and in testing phase in some police station. Forensic Lab is well equipped, new police university created
Riots:
Earlier: Frequent riots, curfew in sensitive areas of big cities almost 3 to 4 time a year.
Now: No more riot reported from 2002 to till date even after bomb blasts, and encroachment demolition (Mandirs and Masjids also), No curfew imposed in last 6-7 years in all over Gujarat.
Water
Earlier: tankers, droughts, schemes on paper, no long-term initiative/policy
Now: 98% no tanker, in last eight years we have received excessive rain but not less than normal, 2 Lakh Checkdams, boribandh(small checkdams with the help of empty urea bags), farm-ponds, PPP model initiatives, every year cleaning of major natural drainages in rural areas. Schemes as per particular region requirement. Make awareness in public about water. Interlinking of river and lots more but will cover in series 3 of post.
Light (Electricity):
Earlier: Frequent power cuts in villages, theft, transmission loss at its high etc
Now: under jyotigram all villages gets 24 hr light, Electricity board police station created and working efficiently to stop the theft, All the power generation stations were given target to increase in capacity, efficiency, and decrease in transmission loss. One of the reasons behind 24 hr electricity as they achieved in most of the areas. No free electricity but continuous light.
Economic Situation:
Earlier: deficit budget, frequent overdraft from RBI, mostly figures only.
Now: Find the loopholes, use latest technology to prevent the same. Now surplus budget, no overdraft since last seven years. Clear in incomings and outgoing, no hypothetical schemes like loan waiver, No free things, no free electricity etc.
Govt Companies/employees:
Earlier: Companies headed by political persons, rude attitude of Govt employee towards general public, loss occurred by most of the companies.
Now: All the things are predefined now. Targets, timeline and course of action. Companies headed by 100% IAS officers, better efficiency and results are in front of you. All the companies are profit making. Attitude is changed towards general public. One day governance concept introduced for some small and basic requirements.
Now you may want to know how these happened. I will go into detail each of the topic in coming posts. I will post some major initiative taken by Gujarat Government in supplementary post 2A tomorrow.
Now tell me is it not all round performance, is it possible without Government support, or is it possible without clear vision and targets. You judge by yourself and reply.

Gujarat Till 2001
We first clarify few points.
*Gujarat was a part of Maharashtra till 1960 and after that exactly on 1st may 1960 Gujarat comes into existence.
*There are mainly three parts in Gujarat. 1) Saurashtra region –rajkot, amreli,junagadh, bhavnagar etc 2) Kutch region – single district bordered with Pakistan, very large area mostly undeveloped till 2001. 3) Gujarat region—patan,mehsana, Gandhinagar,ahmedabad, vadodara, surat
*In the Kheda and Anand district (AMUL origin), almost one member from family from whole villages in the foreign land. Mostly in Motel business there.
*Till 1995, 99% congress rule then till 1997 no-congress, no-bjp rule almost vacuum during that period. Then from 1997 to 2001 –BJP-KESHUBAPA and from Oct 2001---You know very well –Narendra modi.
Now second step, we will see why Gujarat is developed all these years. Mostly we will cover upto 1997.
1) Industrialization :
First be clear in mind that Gujarat has the largest number of GIDCs (Gujarat Industry Development Corp) in almost at the talukalevel.
Second Gujarat has the more number of developed cities and each of them have specialty business like in surat- diamond, Rajkot-auto parts, Ahmedabad—chemicals, textile, Ankleshwar—chemical, Dahej- Petroleum, etc….
What happened till 2001 is like: GIDC are there but without proper facilities (connectivity, coordination, support, water, electricity). Specially road, water and light.
2) Agriculture:
Till date there was no innovation at all. All depends on GOD (rain). If rain is good during a year than good corps, otherwise drought.
No special status, schemes for agriculture like Saurashtra is mainly cultivating groundnuts, but no proper facility to sell it etc.
Although marketyards were there, but lacks in facilities like no proper rules, guidelines, road connectivity, water etc.
Saurashtra , surendranagar, Kutch and North Gujarat region is totally dependent on rain and wells. Canal facility is available in Anand, kheda and surat (south Gujarat region). There was not at all any try to do the same in previously mentioned region.
3) Security:
Gujaraties are by nature defensive not offensive, respect others. So there was no problem for security of Girls in the city during night also.
But there were so many gangs, mafia groups active in these years. Mostly with backup of Congress Government. There were gangs active in ahmedabad, porbander, surat, and in saurashtra region.
During every election there were number of incidents of group clash in small villages, towns.
Liquor is banned in Gujarat, but it was freely available in almost every part of the state, in the villages in the name of “DESI”. We used to hear news in the papers that numbers of villagers were died after drinking homemade liquor (recently in delhi – more than 38 died).
4) Riots:
Many readers are well aware of 2002 riots, but they may not know history of riots in Gujarat.
Earlier we were used to hear the news of riots in big cities like vadodara, ahmedabad, Rajkot etc. Generally during the year there was almost 5-6 incidents during which police had to shell tier gas, 144 in various areas mostly muslims and surrounding areas.
And you were shocked by the results of the riots that in not most of the incidents, in all incidents till 2001 hindus are at the receiving end. We had not heard or seen anywhere that muslims were killed during that riots. And there were history of some bigger riots that 2001 atleast 5-6 times.
5) Roads:
Gujarat is well connected with almost all villages(more than 97%). We can say that there were the roads as per requirement of that particular time, but mostly in bad condition.
6) Water:
Worst water crisis in Saurashtra and kutch region, but till date(1995) no proper/lifetime solution for the same. What we had seen, is that after feb-march, most of the villages had to dependent on water tankers in the whole saurashtra and kutch region. Also almost same situation in north Gujarat from April onwards.
But by all these years, they had not think about it. You will see in our next section how this problem is solved.
7) Light (power)
Light situation is almost same as the rest of the country during that years. Load shedding in town and villages were common for almost 7-8 hours during a day.
Farmer get the light but in installments, they have to constantly keep eye on bulb outside their pump house, to see when light comes and goes. In big cities there was not much problem. But in villages it was there.
8) Economic Situation:
As there already developed businesses in the state, financial situation was good, but not up to the mark. State budget comes into deficit. We read in the paper almost every one/two year that “Today Government has taken overdraft from RBI/Central Government to pay the salary of state employee or debt. “
9) Government Employees/Companies:
They were typical government employees. Most of the administrative positions are with non-gujarati officers. Because gujaraties are mostly involved in business not in study. Most of the south Indian IAS officers were there in key positions and they ran the same with some kind of monopoly.
No particular target/motivation was there. Whenever any government company gets pure IAS officer as a MD or chairman it was in profit state otherwise mostly in debt state.
Now you probably feel like local gujarati who have general idea about Gujarat and past situation till 2001. Now hold your breath to take a roller costar ride to see total change after 2001.

Gujarat and its development
Hi Friends,
Most of the people know/see Gujarat through lens of Biased Media/Print Please read this post without any prejudice/Purvagraha. You just read first than compare it with half hearted truth/propaganda spread by media. Now you will see something that you might not know or you know only some portion of it. In coming posts I will try to accommodate all the ground level facts with Government initiative and results with substantial evidence/reports. But first be clear on below mentioned facts;
· There is a difference between development on paper and ground level situation. Like you say
Gujarat is developed before àYes some extent it is so, but mostly on paper
· Make your belief only after substantial facts/evidence, don’t go on simple figures on paper or given by anyone specially media. Because you now know vested interest of this media/persons.
· Goals/Schemes without any action is dream only. -à You will clearly see this in coming posts
· Action also needs to be in right direction and with some kind of mentoring. --- In coming post.
· Gujarat has developed more in recent years -à Even media is accepting it. We will see it with facts in coming posts.
· With only government schemes, success cannot be achieved, you will require public-private participation also. And finally
· Strong Leadership is required, which can motivate people, employees and have clear vision.
Here in future series of posts, you will get exactly how and when Gujarat made such development with giving more details on above mentioned points.
You all have heard/seen on media how Gujarat is growing. How Narendra Modi has transformed Gujarat. But wherever good things happen, always there are elements that dislike it/trying to defame or even stop it for their vested interest. You all wanted to know also why/how Gujarat is making such progress. Here in this series I will give you daily/periodically various steps/initiatives/schemes taken by Gujarat Government/Narendra Modi to make such progress.
