Last figure of Vibrant Gujarat Summit MOUs and some quick bites

Hi Friends,





Finally at the end of second day of Vibrant Gujarat Summit-2011, total "7936 MoUs were signed worth Rs. 20.83 lakh crore Rupees or 450 bullion U.S. dollar". 


Now talking about implementation rate, whenever any company sign MOU with central Govt and other Govt, conversion rate is 13-15%, while in Gujarat official figure is more than 55% and unofficial figure is 35%.................so whatever it may be ultimately Gujarat will be benefited.


Those who are talking about environment other things, Gujarat is also top in Agriculture with over 9.6% rate (national rate is 2.5% only), also Gujarat is top in Mangroves plantation (78 mangroves planted in Gujarat only out of 100 nationwide), Govt policy has been strict to tree plantation, removal and suaze treatment norms.......................................So with these figures shut mouth of such psuedo environmentalists. 


There are many more constraints/objections/views/interpretation/own judgments and against it there are real facts/figures/ground realities/clarification, which I will talk later in separate post.

Boat ride will cost  you 150/hour. Dont forget to eat Rotla-Makhan(butter) and Red chatni at huts nearby. Also dont forget to eat Ganthiya from "saurashtra Ganthiya house" at Gadhiya Lake cross road in Sanand, you will forgot "Ganthiya rath" chutny.

One more record is going to be broken...........this time mass chess playing

This photo is taken from my office window. Ground is called "University Ground", which is popular for large, grand scale celebrations. This time one very large scale Government function is going to be organize here called "SWARNIM CHESS MAHOTSAV". Actual event will be held on 24th dec, but preparations are going day and night since last 10 days.

Four years ago Mexico City got into the Guinness Book of Records by staging simultaneous exhibitions for 14,000 chess enthusiasts. On December 24 the city of Ahmedabad in India is set to break the record with 20,000 participants. It promises to be a visual spectacle, with University Grounds turned into a giant chess board with 64 alternating black and white squares.

Vibrant Gujarat Summit 2011, Mahatma Mandir construction updates-4

Hi Friends,

I had posted some photos of Mahatma Mandir from Backside in earlier posts, this time here are some latest photos from the front.








Today I have visited Gandhinagar and above place and made some observations, which are as below;

  • Road work is still pending, however main road is in good condition which leads to the location. 
  • Actual location has not still ready, still some finishing work is going on (construction)
  • They have demolished some Govt 4 storied building to make new road for Mahatma Mandir. 
  • I had visited the same place in past many time, but now it is totally different scenario. 
  • They have cut lots of trees and replanted it at some distinct location through some latest mechanism truck ( I have seen that truck)
  • They have dimolished some hundred zoggies from backside of the site which I had talked earlier. 
  • There have started some local news for traffic diversion and other arrangements in advance. 
  • Looking at the scale of arrangement and time remaining, they will surely make it, no doubt about it, but they have to do lots of firefighting work. 

I will update finally around first week of January. Till then bye and keep visiting and keep clicking on google ads as earning will help the mentally retired people.

GSI (Gujarat State of India) welcomes US Govt Official even they are guilty while USA denied Modi's entry on baseless allegations.

Today, I am just reading one local Gujarat new, which says that some US govt officials are on trip to Ahmedabad -Gujarat. They are visiting site like Newly developed Kankaria Lake, BRTS, Riverfront and many other things. See the photograph and link to that news. So what force them to visit Gujarat.



 I just recall one unforgettable incident three years back, when USA (America) has shown its foolishness by virtually banning Modi entering into America based on propaganda spread by secular jamat of America. Lets see the what happened before three year, during last three year and reactions from various fractions.


 Now lets have some facts: You can verify it from any source, but have at-least 4-5 source, so that you can have at least nearer information.


  • Modi has not asked for Visa at first, he has not even applied for it. 
  • There was one Gujarati Diaspora function organized, where Modi was Chief Guest. 
  • Muslim Groups in America has their influence over some senators, and to showcase their secular face they were opposing Modi's America Visit.
  • They won in their cause by officially announcing their words thorough American Government. 
  • Meanwhile Modi had visited China, Japan, Iserael as a CM without any protest and he did Vibrant Gujarat successfully after such visits. 


Now Indian reaction during that time: 


Our Indian News Media, which also sails in the same boat of fake Secularism, welcomed America's Decision.
Instead of questioning their base of decision officially, our Indian Govt had done nothing in this regard.
BJP and some other parties had raised this question in parliament also, but no one care during that time
Our most neutral, unbiased and lobby-less media had taken stand that US did the right thing by not allowing him. Just see here how they reacted, see the number of comments (2066 comments, I thing highest ever)






Then What did Narendra Modi at that time:

Fortunately I was the witness of Live video-conference done by Modi in reply to US no entry. He had given his speech as per scheduled through Video-conference and I was there at 4.30AM when Modi was addressing the audience at US. He did that VC through worlds largest IP based network owned by Gujarat Government called GSWAN. You can read about GSWAN in detail here.

He had said during his speech that " I will make Gujarat progressed that much so that, one day US citizens will stand in the queue for entry in the Gujarat ". Today we can see that clearly just within 5 years. 

I still have doubt about these US govt official visiting Gujarat, but they are here is a fact.  I know media will not highlight this as usual.I simply cant understand that how can they blame Modi for common reaction caused by 58 death, that also controlled within 2 days and total death toll was under 1000. While US itself did Afghanistan was causing more than 50K death after 9/11 incident. How can we forget Iraq war causing more than 1L death.....................is not it a simple logic.

Updates-2 Vanche Gujarat, Khel MahaKumbh, Sanskrut Nationa Mahakumbh, Recent International Bird watching at Khijadia, coming Riverfront Marathon, Gunotsav 2009 and 2010 and many more………………

I had talked about many things in last post. In this post I will try to give you some more updates, insights and progress report. Don’t forget to express your views after reading and clicking on Goog ads so that we can earn bread for the mentally retired people as mentioned in A request portion.

In this post I have covered two new things like Sanskrit Swarnim MahaKumbhat Somnath and International Bird Watching event held at Khijadiya near Jamnagar last week.

Now, lets take each one step by step;

Sanskrit MahaKumbh: This one is new for me. Modi had vision to have at least 2 lakh Gujarati student with very good proficieny in Sanskrit Language. Last 3rd December, he has done that with this event at Somnath Location. There is one Sanskrit University and college there, where many senior person(some were above 100, Sanskrit visharad) got facilitated by CM. See this invitation card.




International Bird Watching event at Khijadiya: 

More then 700 visitors had participated in the conference, around 100 visitors around the world and around 450 national bird watching enthusiast from across the India had been into Jamnagar during 25 to 30Nov.
Two new bird watching towers are now ready for the bird watchers, Khijadiya - a 600 Acre wetland near the salty plains serves around 250 species of migratory birds, this wetland has specialty of salt and fresh water reservoirs. Gujarat Tourism Department has organized this conference to attract visitors across the globe.

Gunotsav:     This is not the new initiative. It has been going on since last 2-3 year. Main point is that they have made it more and more effective with detailed planning and methodology. This year though actual three day program will be starting from 9th onwards, Modiji has interacted with all the officers who are going for the same through videoconferencing. Some excerpts of whole program and intentions and achievement.

“Chief Minister said that government administration spend most of its time in handling files and in meetings, but go out and in people to know their culture, also give motivation. Results, Gujarat has achieved in last decade, is an example of the miraculous success that can be achieved with the pre-planning and total commitment to pro-people programs, he said.

First program of Gunotsav in the field of education has filled the gap of past 30 years. Contribution of each government employee is crucial as their work, if done in completeness can bring turnaround results, he said.

Chief Minister pointed out that drop-out ratio in primary school has been reduced to two percent only with the campaigns like 'kanya kelavani'. This, he said, is something that government mechanism can take proud of.

Initiatives like Gunotsav will take government administration to villages and will link 'government files' with 'human life', Chief Minister said.

Shri Hasmukh Adhiya, Principal Secretary, Education Department, said that around 3000 officials of class-1 and class-2 cadre are participating in 'Gunotsav' program during December 9 to 11. It is the program in the right line as it has brought good results. Out of 32,000 primary schools in Gujarat, 9,000 have got grading rating, he said.

Secretary to Primary Education Shri R.P.Gupta said that Gunotsav has acted like catalyst and brought both quantitative and qualitative changes in primary education. Gunotsav held during previous year traced poor results among 25-lakh students in primary schools. Rectification programs, then, were carried out which had changed the performance of around 85% of students, he said.

Smt.Vijyalakshmi Joshi, Principal Secretary to Health Department, gave details of 'School Health Checkup' program and said that it will cover more than 1.5-crore children in the state and around 3,03,888 health officials will give their services.”

Khel Mahakumbg: Earlier there were some confusion about this program and its format. But now much has been published about it daily news papers. It is initially district level completion and running well in each district, more than 2 L participants in each district across various events and age groups.



One thing I would like to show that, during any event, any topic, say it photography, sankrit, Art, Teachers, Books…………………………..during every Government Function, Modi has facilitated some 30-40 person in group, which includes very senior person in that field(above 80s), some middle age person (50-80) and young blood also. This thing is totally unusual, because such senior person has been never appreciated by Government in past in such large scale and appropriate time.

I will update more about Ahmedabad coming events like Kankaria carnival, riverfront marathon etc in coming posts. Also I will update about GIFT project and Vibrant Gujarat 2011.

Today I have visited again Mahatma mandir location, which is the venue for next Vibrant Gujarat event 2011. I have posted updates about it this post which for this purpose only.

Updates of GIFT city project

Friends,

Yesterday, I met one of the official of the GIFT city in his office situated at Khanij Bhavan, Ahmedabad.

According to him, there will be one special presentation during the next Vibrant Gujarat Summit-2011 about GIFT status.

Now everything has been finalized (plan, vendors, layouts, agencies, structure etc). Bottom line was like:

** Actual Construction work will be started immediately after Vibrant Summit**

Fortunately, I am working in the same premice, so I will knock him repetedly in future also & as I have connection with Gandhinagar, I will visit on the ground also and keep updating you guys.

Vanche Gujarat, gunotsav, GIFT city, Kalpasar, Krishi Mahotsav, vibrant Gujarat, Karmayogi, Khel Mahakumbh, Kutch ranotsav,Vvibrant Navaratri = Narendra Modi’s dream Gujarat

 A humble request to you all .......



Friends,

Don’t be confused with the title. These are the some projects which are currently under progress or done yearly base.

These are the projects which keeps busy our BABUS (Govt Employees ) round the year which ultimately benefits our Gujarat’s progress.

It not only keeps busy our babus, but also our Mantris(ministers). Earlier most of the times they were at their native place only, but today they have to some work and that also in phased manner and with results.
Now taking each project one by one:

Vanche Gujarat:    30th Oct - 2010  for a year
Every year modi adds one more administrative work which needs to be done every year now onwards. Earlier he did it nirmal Gujarat, krishi mahotsav, gunotsav, different days celebration in different districts (indi day, republic day, Gujarat birthrate etc). So in continuation to the same this year he has launched VANCHE GUJARAT. In this event all the students, staff and if possible parents and general public take part in one hour long reading process and try to spread it at max.


I was part of this process last 30th Oct, 2010 with Modi at Gandhinagar central Library. Good arrangements and good crowd was there and they all did it very seriously for almost one hour.



Gunotsav: Nov-2010
This program is mainly for evaluation purpose. Every year students have to give exam, while during this Gunotsav campaign for three days each primary and now a days each higher secondary school, school teachers will be examined for quality of work.
Senior officers from Govt (all IAS, IPS, GAS and class 1 level officers) have to go for checking minimum 5 schools for three days, during which they have to report how was the overall IQ level of student, teaching method, behavior of the student, mid day meal quality, records and many more. Everything was planned in advance like schools per officer, route, stationary arrangements, report forms etc.

Now you will argue that program is fixed, then every teacher might be prepared, but friends, that’s why this program is for three days and they are not examining fixed things, they will freely interact with students, staff and many more.

GIFT City:
This one is my favorite. This project is taking shape in between Gandhinagar and Ahmedabad, near Koba. One big city is going to take place from plain fields, which will house giant financial corporate, IT firms in near future (at least 5-7 years).

Khel Mahakumbh:  Nov 2010
This event is going to take first time in the history of Gujarat and almost first time in India. So many events, open participation and good prizes. I will post more about this once it got completed in next month.

Krishi Mahotsav:  in the month of may every year
Those who are interested in results should go to any village in Gujarat and ask simple question to any farmer that “how many crops you were taken in year previous to 4-5 years and how many now”
“Is there any effect on production per hector” and finally “what was your earning before 4-5 years and now”. If any neutral media or individual take this assignment seriously, they will get very good answers. Due to continuous efforts every year since 2005, now the Farmers earning has reached to over 50000 crore from simply 9000 crore. Per hector production got increased significantly and they are now taking more than 2 crops per year instead of one. I am feeling proud that I was the part of Krushi-Mahotsav-2005.

Why Gujarat is so Vibrant, report of Vibrant Navaratri by Gujarat Govt.

Yesterday I had gone to see Vibrant Navaratri organized by Gujarat Government. Some key points first:
  •         This govt event has been organized since last few years only (almost 2004). Initially it started from Gandhinagar and now held in Ahmedabad since last 2-3 years.
  •         This is not only Garba event; it consists of food court, handloom expo, adventure sports, kids entertainment and Gujarat documentary in special shows.
  •   This event is addition to that Independence, 26th jan parade, and 1 st May program that has been now celebrated to different districts.
  •        It is organized based on PPP model, no entrance fees, almost all the expenditure borne by GINFS society created by top Gujarat based industries.

Now highlights of yesterday’s visit:

  • ·        It is such a big ground, almost 2-3 football ground and every part of this ground is occupied for the event.
  • ·        There were almost more than 50,000 people (my prediction is nearly 75K) in the event, scattered over different podiums.
  • ·        There were nearly thousand traditional garba players playing on the trek which is almost 1Km long.
  • ·        There was also provision for non-traditional players outside the main trek, where so many people playing in individual groups.
  • ·        Ample Audio and Video arrangement with big screens all around the venue.
  • ·        There were theme based pavilions, like Ambaji, Somnath mandir, Ram mandir, Gujarat’s 1000 year story and many more.
  • ·        Kids and young boys were busy in playing games like cycling, trekking on rock mountain, waterball, rolling ball and many more things
  • ·        One totally new stage was made specially to promote our talent through Gujarat Yuva and Sanskrutik Department, where continues program of small traditional garbs, natak lok-dayro played.
  • ·        College students were involved in adventure sports management on nominal fees.
  • ·        There were so many local Gujarat made handicraft stalls where you can find dresses, gift items, some innovative products, mittikool and many more things.


Now some quick bites for this Vibrant event:


  • ·        This event has been visited by 14 ambassadors on special invitation by Gujarat Government and they all felt extraordinary after visiting the site.
  • ·        This event is going on till 16th oct. Closing time is 12M, due to this event almost everywhere in western Ahmedabad including private party plots, garba starts after 12 only. This is really a big thing.
  • ·        I still remember during Gandhinagar Vibrant event, there were more than 5k audience during practice sessions. During actual event people
  • ·        Security arrangements and medical arrangement can be visible there.



Now main thing, I have taken some snaps but could not upload it here because of low quality. I will surely upload whenever I got next chance.

Breaking news for secular media:  Modi has created special RAM JANAMBHOOMI model there, with mandir built and location map with ram rasoi, sita kund and many more.

Question – Why Japan, Singapore has made stunning progress (become developed nation)?



We all have such questions in our mind and not so clear answers also. Today I am going little bit deeper and tell you exactly who was the force behind and how he has done that. 

Goody goody things are already defined everywhere, like how to be successful, how to build nation, how to boost agriculture etc. There may be some variation region wise, but the matter remain the same. If any nation apply these basic principles, nation will surely progress. Speed of progress may be slow or normal. So what are these goody-goody things (answer to above question).

Control the corruption—Motivate your workforce and make them efficient—Policy defining for gray areas—Planning –Financial control—and many others

Now the problem is, if everything is written there then why there are so many developing countries even after 60 years like us and very few developed countries??? Answer lies in leadership.

Now take Japan for example, most of the times due to some extraordinary leadership with vision, makes above process much much faster. India & Japan got their independence almost at same time. If India got the problem of poverty and literacy, Japan also got severe damage due to world wor 2 and nuclear bombs. So what secret (Parasmani) Japanese got which lead them to be a developed nation?.  

His name is “PHUNSUK YOGOKAVA”- President of JAPAN 1948-1975.

Mr Phunsuk was the man with mission, no ambition. He had seen only one dream, prosper JAPAN in every field, be it infrastructure, education, transport, agriculture, foreign trade, export etc. He has dedicated his life for the nation. Motivated people, fill nationalism into them, made them work, defining policies for each and every sector, remove corruption totally, made people educated.  I can elaborate each field in detail, what actually he had done, but keeping your interest in mind cut short.

Now the turning point, I don’t know anything about Japan except that it is one of the developed nations. I don’t know anything about its president & what he did at early stage. But I do know that there is no alternative other than mentioned above, each developed nation has passed through this stage in the history with one extraordinary leader. Be it Winston churchil, Abraham linkon, Sardar Vallabhbhai Patel and few more.

Today I have written this article because I have felt exactly above things in last 10 years in Gujarat. All around development across the state. Do I need to take name of that catalyst dignity??. If you have any doubts about that, then read below post to have clear and neutral idea about what was Gujarat before 2001 and what is the current status. 


I have to do this because today’s (sudo)secular media & journos will not show this. My Mother used to tell me one idiom, 

પુન્છદે(tail) થી પકડો તો કહે બાંડો છે, માથે થી પકડો તો કે ખાંડો છે, it perfectly match with out secular media. 

Secularism in India: They have their own excuses for both negative & positive thing (mostly negative) based on their wasted interest. In short vision-less & directionless guy. 

Let me know how many people are agreeing with me or not. 



So the moral of the story: Progress needs leadership with vision, action from not only govt but also from private and public. I have used Japan for the example purpose only.

IWDMS: Failed twice in other states, running successfully in Gujarat.

Earlier so many people had asked/suggested/shouted for transparency in Government working style, accountability of officers, Speedy work like corporate, No Document loss in Government Offices and many more things which they see in their private offices, corporate culture.
But Now Gujarat Government has the answer which most of the readers don’t know/aware OR if they know, knowledge is very limited. Today I will provide you in detail article on IWDMS system. This system is currently used by all Govt offices in Gandhinagar/Ahmedabad, which includes Board/Nigam/Corporations since 2005. Initially usage was low, but gradually it has been increased with constant effort, training, and most important Government’s strong vision. First lets see;
What is IWDMS: Integrated Workflow and Document Management System.
This is custom software is made by M/s TCS as per the E-Gov initiative of Government of Gujarat. It fulfils mainly below points, while there are so many minor benefits also.
1) To provide transparency in the Government procedures
2) Which speed up the routine procedures,
3) Which digitise the Govt records, GO, resolutions, online service book, leave management etc
4) Which unify the Govt communication.
5) Which provides traceability of records.
6) Which provides accountability to the Govt. officers.
7) Above all provides green working environment, very less papers.

This common software is developed by M/s TCS. It is based on Govt Manual and general procedures followed by various government departments.
Now the some history of this software:
Our Govt is using this software since 2005. Govt of AP and Tamilnadu had used the similar software developed by same M/s TCS in their respective states earlier in 2003-04. They failed to continue with such software for long time (it ends in almost 2 years). The possible reasons are:

1) Main and most proven thing is Govt. Officers attitude.
2) Poor knowledge of computer and systems
3) Poor software training or training on paper only.
4) Some process takes more time than manual.
5) Last reason “They have to do work with accountability”, you can relate this with first reason.

So what Gujarat Government has done to cope all above possible reason to run successfully this project. We will discuss on same further, but let us have first common idea about govt working style.
Suppose there is one department, there are total 25 departments in Gujarat Govt. Now the structure is like this low level officerSection officer (SO)Under Secretary(US)Deputy Secretary(DS)Secretary(SEC). Now low level officer receives tappals marked for his department from the registry. He simply forward it to respective SO or US, they read the tappal and give the instructions like in put up a new file, or file that tappal in any ongoing file and put up OR simply record that tappal without any action.
There are bunch of physical files with every officer, you might have seen their table full with files. This is their main duty. Sometime some files are missing, lost or intentionally blackout. Now to solve this problem above said IWDMS project come to picture.
In IWDMS system, each tappal is the Central registry receives is converted into PDF and sent to respective department’s low level officer. He does the same as said above but only difference is electronically. He has to clear all his tappal from his folder within a day, then respective officers frequently checks their folder and instruct their subordinates what to on that tappal. Whole new files created based on that tappal electronically or Tappal is sent to archive. There is also provision of digitizing old physical files through scanning of the same.
Please don’t stop your imagination here, there are lot more uses of IWDMS. Like
1)E-filing 2) Easy archiving 3) Department specific application integration with common username and password 4) emailing in built 5) some forums are available for some specific purpose 6) reporting, etc and many more

Now one may think that how Gujarat Govt can do what other two can’t?
The reason is Gujarat Govt has made the IWDMS system in line with office manual; they don’t stick with age old rules, but become liberal where required. They first asked M/s TCS to study the system and instructed to make changes accordingly.
Second, there was a compulsory training for particular software for the Govt employees in Gandhinagar. This was done thrice not twice.

Strict orders from high ranks to follow the system and weekly, monthly monitoring is there in each department. Periodic assessment done by Chief Secretary (next to CM) level.
There is constant support from M/s TCS for whole three years in each department, so that minor issues can be solved easily and in timely manner. System got changed many times as it got evaluated.
It is true that there are majority of 50+ age persons in SO and LOW level officers as there is no direct recruitment in almost last 15 years. But then also they supported the system in good manner. There was some unhappiness or attitude problem in early years, but got resolved gradually.
This system is used by almost 11000+ Govt employees in Gandhinagar Secretariat and borad/Nigams offices. Initially there was only 25-50% use in most of the departments, only some 3-4 departments use this system optimally. But now due to constant efforts and by seeing the results itself usage is increased.
There were some instances where system got down for 2-3 hours due some technical problem, but such scenario was very rare. There is strict SLA and monitoring mechanism there.
IWDMS Project was selected by Public Sector Technology and Management Magazine, Singapore, for Government Technology Award, 2007 in the Connected Government Category.

GSWAN-the backbone of Guj Govt

Today I am going to talk about GSWAN project, which is the backbone of all IT (voice, video, data) related projects in Gujarat since 2001 (Including SICN, SICN is for Gandhinagar only). You all have gone through SICN project in previous post.  As per the CISCO (Leader in Networking domain); GSWAN is the second largest IP based network in the ASIA region.

GSWAN stands for Gujarat State Wide Area Network. Network which connects each and every Gujarat Government offices through IP network up to TALUKA level and in today ‘s date almost at the village level(more than 11,000 villages covered out of total 18000 villages in Gujarat).


The most amazing thing here is that GOG (Government of Gujarat) has used single network(GSWAN) to connect all the GOG offices in Gujarat since 2001 itself, while so called advanced state in IT called Andhra Pradesh has used individual network, based on different topologies to connect major Govt. departments. You will really amazed by knowing that the State of Andhra has recently given contract to M/s TCS to do State Wide Area Network just like Gujarat in August-2009. You can judge the difference.

For all technical and non-technical readers some preamble:

Central Government(Government of India) has made one independent body called “National Informatics Centre “ (almost during 1985) having main office in Delhi. It has one state NIC centre in each state which helps individual state Government to fulfil their IT related requirements. Services of NIC are available to all states much before the 1995 and till date.

But as usual to distinguish in each and every field, Gujarat Government has setup “Gujarat Informatics Limited “in 1999 sidelining NIC in Gujarat. After that in 2000 Gujarat Government has started implementing this GSWAN and SICN project under guidance of rare available IES officers in India (Indian Engineering Service….just like IAS,IPS). His name is Shri R. K . Dave. We can say he is the father of both projects. Under his leadership both projects had been operational within a short span of 9 month to 1 year.

For your curiosity, central Government has launched SWAN (State Wide Area Network) project/policy in 2004 for state wise uniform network. They have accepted Gujarat as roll model, because Gujarat has already done it way back with IP protocol, while other states had used some other topology and protocol (mostly failed).

Sadly, in today’s date very less number of states has done the same. While in other hand, Gujarat has successfully extended the network up to village level. Out of total 18,000 villages more than 11000 villages have GSWAN connectivity in today’s date.


Structure of GSWAN:

1)     More than 25,000 email user id created with different types of internet/intranet access based on their parent departments.
2)     Each have to login into client first (authorize) and then they can access internet.
3)     Video conferencing facility is made available up to District and Taluka level whenever GSWAN is made available to the Taluka level offices (2-3 instruments in Taluka level office)
4)     In disaster event, OB VAN is there in four zones of Gujarat. Which can easily make available telephone, VoIP and network available in any geographical are of GUJARAT or INDIA.
5)     VoIP phone made available in district and Taluka level offices.
6)     All offices up to Taluka level can communicate with their parent department through voice, video and data. 
7)     Common portal for accessing email & common services. Email is also available in outlook on intranet.
8)     Webcasting can be avail for specific function, Govt program etc on GSWAN network.
9)     GSWAN is common network platform for all departmental application like treasury, IWDMS,HMIS, IFMS etc.

Security of GSWAN:
Security is almost full proof here through software like VLAN, partitioning, CYBEROAM, use of public IP address etc while at hardware level it used firewalls, routers for the same.

In part-II we will cover Various stages of GSWAN from 2001, Usage of GSWAN, Benefit of GSWAN, Future Plan , personal experiences etc. It is true that in the term of IT industry Gujarat is way behind Karnataka, AP and some other states, but it is very much true and fact that Gujarat is the way ahead of same states in the usage of IT in the Governance (E-governance). It is possible due to GSWAN only.

Used for useIt has got many awards nationally and internationally. More than 150 Government portals are hosted on GSWAN servers and network. Nowweb casting, video conferencing, website filtering, VOIP everything is available and optimally utilzed in this network.

The idea of GSWAN was conceived as early as 2000 and the bulk of the network became operational by 2002. In addition, the Secretariat Integrated Communication Network (SICN), which connects all the offices of the Secretariat through dedicated leased lines for telephony applications, has been integrated with GSWAN. SICN connects nearly 5,500 offices and the daily call flow on the network exceeds 1.25 lakh.

voice communication network for Government offices at Gandhinagar, which is
connecting almost all the government offices like Krishi Bhavan, Police Bhavan,
Udyog Bhavan, MS Building, Civil Hospital etc. At present with 6800 voice
connections, the project has enabled faster & better communication within the
network at no extra cost to the Government. This facility handles about 1,25,000
internal calls and a further 70,000 calls outside the network each day.

Sachivalaya Integrated Communication Network (SICN)
8.5 SICN is a voice communication net work for various Govt. offices in Gandhinagar.
Currently this net work connects a large number of Govt. offices including the
residence of Hon. Ministers, Krushi Bhavan, Police Bhavan, Udyog Bhavan, MS
Building, Civil Hospital, etc. For this purpose SICN utilizes Optical Fiber Cables
(OFC), jelly field cables, CAT cables, etc. Currently there are 7532 voice
connections provided under SICN. For this purpose, 380 outgoing and 120 incoming
lines have been provided. This project has rendered quality communication services
to the Sachivalaya and various HoDs in Gandhinagar. In addition, SICN has
provided telecommunication services to various Govt. offices in Gandhinagar in an
economical manner

State-of-the-art EPABX of 5100 subscribers, CCTV, Inmersat telephones for disaster communication, video conference facility attached with EPABX with multi conference unit, and data communication back bone. Some of the points kept into consideration were number of users and the coverage area.
Has been completed and very much in operation with high traffic figures of
Average 1,25,000 calls are made within the network every day;
Average 60-70,000 calls made out side the network every day and
Average 40,000 calls are incoming every day.

Counsel also submitted that the agencies have no difficulty in recovering money from sitting MPs but it was a problem in case of those who are no more a MPs and have dues running into millions of rupees.
